Ceiling insulation is now a VEU activity — what it means for your home

The Essential Services Commission has released updated requirements for ceiling insulation under the Victorian Energy Upgrades program — activity 48. It covers record keeping, installer requirements and accreditation conditions, with matching changes to the VEU Registry.

Ceiling insulation has been building toward this all year: application guides and forms landed in April, the Registry changes followed, and this update tightens the operating rules now that installs are running at volume.

Why insulation is worth your attention

Most people come to the VEU for a heat pump or a split system, because that's where the headline discount is. Insulation is less exciting and often the better first move.

A reverse-cycle system in an uninsulated ceiling is a bucket with a hole in it. You're paying to condition air that leaves through the roof. Insulating first means the system you install afterwards can be smaller, runs less, and costs less to run for its whole life. If you're doing both, sequence matters.

What the update actually changes

  • Record keeping — tighter evidence requirements on what's documented at install.
  • Installer requirements — clarified conditions on who can perform the work under accreditation.
  • Accreditation conditions — updated conditions attaching to activity 48.
  • Registry changes — supporting modifications so the activity can be processed properly.

If you're a householder, none of that is homework for you — it's the provider's job. But it's a useful signal: the paperwork tightening usually means the activity is being taken seriously and audited, which is what you want standing behind a discount on your roof.

What to ask before you sign

Whoever quotes you, ask three things: what R-value are you installing, what's there now, and is the discount already applied to the price you're showing me. A good answer to all three takes about thirty seconds. A bad answer tells you plenty.
